- Request for Proposal for Website Design & Maintenance. GTR Grand Technology Resources is Prime contractor for a multi-ministry digital-government transformation in one of the African Countries. To execute the web-experience components of this program, GTR seeks a single Dubai-based partner able to design, maintain and continuously improve five existing ministry portals while also creating multimedia content (five animated motion-graphics videos per month) that keeps civil-service staff informed and engaged. The engagement will run under a renewable, performance-based retainer so that expertise remains embedded and knowledge transfer is continuous.
