  • Request for proposals are invited for Renewable Energy Benefits: Leveraging Local Capacity Update. The letter should be received by IRENA no later than 7 December 2021 Gulf Standard Time. The same letter should advise whether your company intends to submit a Proposal. If your company decides not to submit a proposal, we would appreciate it if you would kindly indicate the reason for our records. Proposal submission address Electronically only to: bids@irena.org file 1 Technical Proposal_RFP/2021/24 file 2 Financial proposal_RFP/2021/24 (b) Objectives (or Technical scope) The objective of this project is to update the existing reports, considering the advances in the technologies, the increase in the experience in the world, and the bigger size of power plants and equipment (Solar PV, onshore wind, offshore wind). The update should include the review of the activities included in the value chains, the review of the estimation of the necessary effort and resources (equipment, materials, etc.) to develop each activity and the review of the required capabilities to build an industrial approach in every phase of the value chain. It will also include best practices in different locations regarding the development of local industrial approaches based on renewables to create value and economic growth. The analysis should be considered for five countries/regions for each technology. Conclusions and recommendations for industrial players, authorities, and policy decision makers should also be included. (c) Scope of Work The assessment will include Solar PV: Large-scale power plants (selling electricity to the grid) and distributed solar PV power plants (self-consumption); Onshore wind energy and Offshore wind energy: Bottom-fixed and floating offshore wind energy. For each technology, five countries/locations would be evaluated for various regions. (d) Deliverables The outcome from this activity will be a report on the data updates (global and regional) for opportunities for value creation from the development of a local solar PV, onshore and offshore wind industry. Case studies will also be provided to illustrate how the different context, specifications, etc. of a country impacts the requirements and the strategy adopted to develop a domestic industry. The recommendations from the report will assist countries in selecting what services and components to develop locally versus importing, with the aim to maximise socioeconomic opportunities such as income generation and job creation. The following activities will be carried out: 1. Review of the guidelines that will be taken into consideration during the assessment: Map out the activities of the value chains; Selection of examples of case studies, widely geographically spread (5 countries for each technology); Definition of a reference size for each renewable energy technology (solar, onshore and offshore wind) and evaluate the minimum efficient size, for power plants and manufacturing plants; Minimum requirements to develop the activities locally: skills, materials, infrastructure. 2. Review of the existing value chains, to update them according to the best practices and advances. 3. Design of alternative value chains for the development of the projects in specific geographies, focusing on countries with low penetration of these solutions. 4. Quality assurance of the assessments with world-class experts in the different renewable energies value chains.
