• 1.1 Preamble 1.1.1 Ministry of Health and Prevention (MOHAP) seeks to conduct a cost analysis study for the most common diseases in UAE and identify the total burden of a particular disease to society. 1.1.2 In preparation for the third round of the health accounts study for the fiscal year 2022 and establishing the universal health coverage and the essential health care services package, the department of planning and health economics has committed to include the diseases classification as additional classification in this study, as well as the developing of the basic benefit package for the universal health coverage. 1.2 Ministry of Health and Prevention 1.2.1 MOHAP is a primary federal regulator for healthcare in the UAE; responsible for health regulation, public health, and health planning for the UAE. 1.2.2 MOHAP-s vision is world-class healthcare for a healthy and happy population.
